Catalonia: Without a doubt, the Mossos are currently the main state structure in Catalan hands.

'Spain will be strongly, very strongly, tempted to resort to force against Catalonia'

Àlex Calvo: 'Spain will be strongly, very strongly, tempted to resort to force against Catalonia'

We asked Alex Calvo, international relations professor at European University, his views on the high tension between Catalan, Spanish police forces

---------------------
The last few days have seen strong tensions between the Mossos d'Esquadra, Catalonia's national police force, and Alicia Sanchez-Camacho, the leader of Spanish ruling party PP's Catalan branch. Claiming she no longer trusted them, the Loyalist politician announced that she was renouncing her protective detail, asking instead Spain's national police to provide a replacement. She also accused the director general of the Mossos of interfering in the investigation over private security firm Metodo 3. We asked Alex Calvo, international relations professor at European University, his views on what was going on.
—What do you think about the current tensions between Spanish and Catalan police forces?
—First of all, we should be careful not to mix what Spanish politicians may be doing with the position of rank-and-file Spanish Police officers deployed in Catalonia. The former see Catalonia slowly move away from their reach and resort to dirty tricks, in a desperate attempt to keep what amounts to their last colony. These dirty tricks include a smear campaign against Catalan institutions, including, above all, the Catalan Police. The reasons are clear: the Mossos are the most visible symbol of Catalan sovereignty. After all, the main determinant of sovereignty is the monopoly on the legitimate use of force in a given territory. Without a doubt, the Mossos are currently the main state structure in Catalan hands. Furthermore, they are the embryo of the future Catalan Armed Forces.

On the other hand, concerning the rank-and-file members of Spain's National Police and Civil Guard (a constabulary-type police force) in Catalonia, one can find a bit of everything. Many are to a large degree integrated and try to keep away from controversies, sticking to their jobs. They may by and large prefer that Catalonia remain inside Spain, but they are not ready to commit war crimes to secure that objective. Feeling Spanish is one thing, being ready to stand accused before an international court and spend long years in jail quite another. Not everybody is ready for martyrdom, the Alpine Redoubt was after all a myth. More than that, many have already decided or will end up deciding, to stay in Catalonia after independence. Catalan Police already contains a number of former Spanish Police officers.

—What are your views on the Spanish Government's desire to see its police forces become more visible and active in Catalonia at this particular juncture?
—This is part of what some English-language media have rightly labelled "mutual fatigue". Catalans are fed up with the regional government system, for a number of reasons. These include not being able to fly direct to New York, take a train to Paris, or participate in Airbus or the F-35 consortium. This is on top of the discrimination against our language, the inability to lay down and implement our own policies in some key areas, and the loss of 8% of our GDP every year. Having said that, we must be realistic and objective and understand that Spaniards are also fed up with us and with regional governments. They find the powers of the Catalan Government (Generalitat) excessive, cannot stand the public use of our language, and fear that even self-professed Loyalist Catalans secretly harbour pro-independence feelings or may go for sovereignty if they have the chance.

This mutual fatigue has led to a crossroads from which only two paths follow: a return to a unitary Spanish state and the death of Catalonia as a nation with its own personality and culture, or the recovery of Catalan sovereignty and subsequent split from Spain. Federalism is a dead end because there are no Federalists in Spain.

—Why does Madrid deem it so important to get a more visible public presence for its police forces?
—This is part of their efforts to recover "lost ground", that is the powers that they devolved to Catalonia after Franco's death. On a symbolic plane they want to make it clear that Catalonia belongs to Spain. At a functional level, they want to reduce the Mossos to a folkloric agency, a tourist attraction, to later take them over. Something that Madrid found very annoying was to see the Mossos take part in a number of international operations against organized crime and to jointly train with police forces from other countries. This makes Catalonia more visible as a country and reinforces the prestige of our police.

—How could these tensions among police forces have an impact on the self-determination process?
—Tensions are tightly linked to the self-determination process. If Catalonia finally holds a referendum, the Mossos d'Esquadra and local police forces will play a key role in guaranteeing security and preventing incidents. If the Catalan Parliament ends up issuing a declaration of independence, an option which looks increasingly likely, they will have to guarantee security during some very intense days. In that period, Catalonia will have to negotiate the recognition by other states and Spain will be strongly, very strongly, tempted to resort to force. At that stage it is very important to prevent a bloodless "coup" by Spanish forces allowing them to take over Catalonia without making too much noise. If, on the contrary, they have to openly employ force, international pressure on Madrid will be strong enough to stop them.

Let us not forget that Spain is unable to repay her national debt without Catalonia, and since she is part of the euro zone, Madrid cannot print any money. Therefore, they will have to recognize Catalan independence in exchange for Catalonia taking up a portion of their national debt. If Spain falls, she will bring down the whole of the euro zone with her, something that the European Union and the United States cannot allow. However, to reach this point, it will be necessary to resist for a few days.

—What do you think about the role of Barcelona's local police force, the "Guardia Urbana?
—Although not much mentioned these days, it is in charge of some key tasks, such as providing personal security for the mayor. In the event of a crisis, it must guarantee his ability to stay in touch with the outside world. In both a referendum and a declaration of independence scenarios, the Guardia Urbana will be called to play a significant role.

—To what extent are the police forces being politicized?
—I am bit reluctant to call it "politicization", since it is not related to party politics. We have entered a stage where both Catalonia and Spain are increasingly acting in terms of national projects. Divisions among parties are quickly giving way to two blocks. One defends a recovery of Catalan sovereignty, or at least the chance for the people to decide on it. The other struggles to keep Catalonia under Spain. Since Catalonia currently has no armed forces, and on the Spanish side resorting to them would not look too good on CNN, the clash is mainly taking place at the police level.

'The Sagrada Família and Catalan independence'

This is a crucial moment in Catalonia's history. Thanks to the massive demonstration on Catalonia's National Day, September 11, 2012 in favor of independence

Project description

(There are six posts with news about this project. Click updates to read them.)

This is a crucial moment in Catalonia's history. Thanks to the massive demonstration on Catalonia's National Day, September 11, 2012 in favor of independence, and to the parliamentary elections in November, the world is paying attention—more than ever before—to what's going on in Catalonia. Catalonia has been in the press more frequently than ever in the last few months. But too often, the image portrayed is one of selfishness and debt. We know that there's a lot more to the story.
Instead of complaining about slanted, superficial articles, we think that now that the world is listening, it's a good time to offer an alternative: a book titled, “What's Up With Catalonia?” with 35 essays on Catalonia's economy, history, language, culture, and political situation, written by experts, for a non-Catalan audience, and translated into English. We'll explain just what's going on in Catalonia.
It's not that the outside world can solve Catalonia's problems or that Catalonia should depend on outside help in its struggle for independence. We tried that before. Nevertheless, it's undeniably better if the world knows what's happening in Catalonia: there will be better understanding and more sympathy if they know that it's a lot more than just a squabble over taxes. This book is our opportunity to explain our side of the story.
500 COPIES OF THE PRINT BOOK TO LIBRARIES, NEWSPAPERS, AND POLITICIANS
Making a book is easy. Getting people to read it is less so. We need your help. We want to kickstart the distribution of this book by sending 500 copies to libraries, newspapers, and politicians all over the world. We want to get the book into people's hands.
HELP US DISTRIBUTE THE BOOK
You can help, by financing the distribution of one or more books. We have made the price low enough so that you can buy a copy for yourself and another for a friend—or for a library on the other side of the world.
SEND A BOOK TO BARACK OBAMA!
We would love it if you would help us think of who to send the book to. If you've got a friend abroad, we can send them a copy. If you've got a contact at a newspaper in Australia, tell us, and we'll send them a book. Do you want us to send a copy to Barack Obama? We will. (If more than one person chooses the same recipient, we'll let you choose someone new, or if you prefer, send it to someone on our list.)

  • He arribat tard, ja no puc fer la meva aportació. No tornareu a obrir cap compte? Endavant!

    made by Gemma R. P.
Gràcies per l'interés. Aviam.

    made by Carles Gavilà

    made by Pep Sales

    made by David Irmao
Podria col-laborar amd $.?

    made by Maria Rosa Robaina

    made by Jordi Batlle
I tant, si us plau!

    made by L. Oduber

    made by S.Verdés

    made by Maribel

    made by Maria
Possiblement.

    made by Àngel

    made by ona

    made by Martona
Gràcies a tots vosaltres pel suport. Entre tots ho farem!
  • Enhorabona. Ara, a fer realitat el teu projecte.

I tant!

    made by Cigala73
  • Visc a colòmbia... Impossible fer l'edició en castellà?

    made by Cristrina Serra

    made by Rosa Figueres

    made by Glòria L.N.

    made by stuttgona
Ja l'hem ampliat. Però només en queda una!
  • Com us faig arribar l'adreça de la biblioteca que he triat?

    made by Lluís de Yzaguirre

    made by Joan Carles Tasies

    made by I.S.Altet
Manten-me informada, si us plau. Sóc @lizcastro a Twitter.

    made by I.S.Altet
  • Primer. Res de recollir personalment el llibre. Em resulta impossible. Quin altre solució hi ha?

    made by I.S. Altet

Declaration of sovereignity and of the right to decide of the Catalan nation

Autor/s: Traducció: Xavier Macià

Declaration of sovereignity and of the right to decide of the Catalan nation

Traducció en anglès

----------------

Preamble
The people of Catalonia, during the course of their history, have democratically demonstrated their collective desire to govern themselves, with the objective to advance their development, their well being, and provide equal opportunity to all citizens, while reinforcing their culture and collective identity.
Self-government for Catalonia is founded on the historic rights of the Catalan people, in their ancient institutions, and in Catalan legal tradition. Catalan parliamentarism has its roots in the Middle Ages in the assemblies of Peace and Truce and the Count’s Court.
In the 14th century the Diputació General, or as it was commonly known the Generalitat, was created, and went on acquiring great levels of autonomy until it became, in the 16th and 17th centuries, the government of the Principality of Catalonia. With the fall of Barcelona in 1714, during the War of Spanish Succession, Philip V with the Decree of the Nova Planta abolished Catalan rights and the institutions of self-government.
This historic experience has been shared with several other territories, a fact that has linked them a common linguistic, cultural, social and economic background, with the intent to reinforce and promote their mutual recognition.
Throughout the 20th century the desire for self-government has been a constant for Catalans. The establishment of the Catalan Mancomunitat in 1914 was a first step in the recovery of self-government, but was abolished under the dictatorship of Primo de Rivera. In 1931, with the proclamation of the Second Spanish Republic, a Catalan government was established with the name the Generalitat of Catalonia and endowed with a Statute of Autonomy.
The Generalitat was again abolished in 1939 by General Franco, who established a dictatorship that lasted until 1975. The dictatorship was actively resisted by the Catalan public and the Government of Catalonia. One of the milestones in the fight for liberty was the establishment in 1971 of the Assembly of Catalonia, before the reestablishment of the Generalitat, a provisional basis, until the return of its president from exile in 1977. During the transition to democracy, and within the context of the new system of autonomous regions as defined by the 1978 Spanish Constitution, Catalans approved through a 1979 referendum the Catalan Statute of Autonomy, and in 1980 the first elections for the Parliament of Catalonia were held.
During the last few years, with the strengthening of democracy, a majority of Catalan political and social forces have pushed for a transformation of judicial and political structures. The most recent effort, was the process to reform the Catalan Statute of Autonomy initiated by Parliament In 2005. The difficulties and obstacles raised by the institutions of the Spanish State, specially the Supreme Court’s sentence 31/2010, was a radical negation of the democratic evolution of the collective will of the Catalan public, and created the basis for a regression in self-government, which today clearly expresses itself in various aspects including political, jurisdictional, financial, social, cultural and linguistic.
The Catalan public has, using various means, expressed its collective will to overcome the obstacles placed by the Spanish State. The massive demonstrations on the 10th of July, 2010, under the slogan 'We Are a Nation', and on 11th of September, 2012, under the slogan 'Catalonia, a New European State', are expressions against the rejections of the Catalan public’s decisions.
With the date 27th of September, 2012, and in accordance with Resolution 742/IX, the Parliament of Catalonia establishes the need for the people of Catalonia to freely and democratically determine their collective future by means of a referendum. This will was was clearly and decisively expressed by the results of the last elections for the Parliament of Catalonia held on the 25th November, 2012.
To carry out this process, the Parliament of Catalonia, sitting in the first session of the Xth Legislature, and in accordance with the will of the citizens of Catalonia that was democratically expressed during the last elections, sets down the following:
Declaration of sovereignity and of the right to decide of the Catalan nation
In accordance with the democratically expressed will of the majority of the Catalan public, the Parliament of Catalonia initiates a process to bring to promote the right of the citizens of Catalonia to collectively decide their political future, in accordance with the following principles:
-Sovereignty. The Catalan public has, by reason of democratic legitimacy, political and legal sovereignty.
-Democratic Legitimacy. The process of exercising the right to decide will be scrupulously democratic, especially by guaranteeing a variety of options and which will all be respected, and, through deliberation and dialog within Catalan society. The objective will be that the resulting pronouncement be the expression of the majority of the popular will, which will be the fundamental guarantor of the right to decide.
-Transparency. All the necessary tools will be enabled so that the whole of the population and all of Catalan society have all of the information and knowledge regarding the right to decide process, and to promote their participation in the process.
-Dialogue. Catalonia will engage in dialogue and negotiations with the Spanish State, European institutions and with international organizations.
-Social Cohesion. The social and territorial cohesion of Catalonia will be guaranteed, and so will the desire, as expressed on numerous occasions by Catalan society, to maintain a unified nation.
-Europeanism. The founding principles of the European Union will be defended and promoted, especially the fundamental rights of its citizens, democracy, the commitment to the welfare state, solidarity with the different nations of Europe, and to economic, social and cultural progress.
-Legality. All existing legal frameworks will be utilised to strengthen democracy and to exercise the right to decide.
-The principal role of Parliament. The Parliament of Catalonia, as the institution that represents the people of Catalonia, has a leading role in this process and, therefore, it will be necessary to decide and specify the mechanisms and the dynamics of the process which will guarantee this principle.
-Participation. The Parliament of Catalonia and the Government of the Generalitat must be active participants at the local level, in the maximum number of political forces, in economic and social elements, in the cultural and civic organisations of our country, and to specify the mechanisms that will guaranty this principle.
The Parliament of Catalonia encourages all citizens to take an active role in the democratic process for the right Catalans to decide.

Parliament: 'Catalonia is a sovereign entity'

Historic vote paves the way for a referendum on independence.
Catalan parliament on Wednesday passed with a two-third majority a resolution stating that Catalonia is a sovereign entity, paving the way for a referendum on independence from Spain. The proposal was carried by 85 votes in favor, with 41 against and two abstentions. The key part of the declaration reads: "The people of Catalonia have, by reason of democratic legitimacy, the character of a sovereign political and legal entity."

The motion has been backed by the ruling Convergència i Unió party (a coalition of Christian Democrats and Liberals) the Republican Left (Left leaning opposition leaders) and ICV-EUiA (former communists and Greens). One of the members of the anti-capitalist CUP also voted Yes, while two others not.

The declaration has been opposed by the conservative Popular Party (PP), which holds an absolute majority in Madrid´s parliament, and by the opposition Socialists. But one of every four socialists MPs refused to vote against the Declaration opening a major crisis inside the party.

The next step for Catalonia in the referendum process will be to form a National Transition Council which will conduct research and advise on the route towards independence.

Polls show an overwhelming majority in Catalonia want a referendum on independence, highlighting increasing dissatisfaction with Spain's government as it struggles with economic crisis. A survey last November by the Catalan government's polling center showed 57% of Catalans would vote for independence, a 6 percentage-point increase from last June and a 14 percentage-point increase from mid-2011.

A referendum has been rejected by Madrid, which says it would be against the constitution, introduced in 1978 to underpin Spain's transition to democracy after the death of dictator Francisco Franco.

The Catalan Nation on the road to Independence

"They should keep their mouths shut " (ARA)

Thursday, 10 january de 2013 | ARA
Recommended article by Miquel Puig, originally published in the Catalan daily Ara on December 15, 2012. Translation by Ailish Maher. History will judge Spain’s Second Restoration and its protagonists. Right now, however, the verdict couldn’t be harsher: between 1980 and 2012, Spain’s unemployment rate climbed to over 15% in two of every three years and to over 20% in two of every five years. No other European country has ever reported such rates. In fact, of the thirty-five countries classified by the IMF as "advanced economies", only one reported an unemployment rate of over 20%, and that only for a single year, namely, 2012: Greece. [+]

We recommend the article "Spain Drains Fund Backing Pensions" by David Román published in The Wall Street Journal. Some excerpts:  Spain has been quietly tapping the country's richest piggy bank, the Social Security Reserve Fund, asa buyer of last resort for Spanish government bonds, raising questions about the fund's role as guarantor of future pension payouts. At least 90% of the €65 billion ($85.7 billion) fund has been invested in increasingly risky Spanish debt, according to official figures, and the government has begun withdrawing cash for emergency payments.

régimen franquista, viendo esa pelicula recien estrenada ahora y

fuerte.
